Winners in four categories were chosen by judges in the Friends of the Refuge Headwaters’ (FORH) Summer and Fall on Our Refuge Photo Contest. Submitted photos were taken on Upper Mississippi River National Wildlife and Fish Refuge or Trempealeau National Wildlife Refuge.
